“The main body is the country’s Security Council, which will be headed by Nursultan Nazarbayev. Thus, he remains at the head of the state, but retires to another position, which has powers no less than the president of Kazakhstan had before. Now, as I understand it, the president will in fact be subordinate on matters of foreign and domestic policy to the Security Council of Kazakhstan and his powers will be greatly reduced.
We will be equally friendly to move together on the path of Eurasian integration and the development of joint projects on a bilateral and multilateral basis.
He now heads the Security Council. For him, this position will allow further de facto leadership of the state, but will open the way for young and fresh politicians to the position of head of state, albeit under the control of a true leader.”
