“Russia should not pay Japan any compensation for the Kuril Islands.
The process of concluding a peace treaty delays Tokyo, not Moscow.
The delay in concluding a peace treaty is initiated by the Japanese side. Therefore, if there will be compensation, it is only from Japan. I think we can consider the possibility of such compensation in the form of investments in the economy of the Kuril Islands, large-scale joint projects and easing the visa regime for local residents under the agreement on cross-border cooperation. ”
