“The State Duma Committee on International Affairs is always in constant contact with the Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova on issues of violation of the rights of Russian citizens abroad, including on the case of Alexander Vinnik. Of course, we will most carefully respond to her appeal, we will raise this topic in various venues and in the framework of interparliamentary contacts, regardless of the coronavirus pandemic.

The case of Vinnik is egregious. We continue to consider it unlawful extradition to France, where he cannot be provided with proper conditions of detention. The Russian side has repeatedly demanded the return of the Russians to their homeland, and in this our position remains unchanged.

We are not going to “sit idly by.” The Committee singled out in a separate dossier questions of support for Russian citizens who were in trouble far from their homeland, and is the initiator of the development of a state aid system in such cases.
