The Russian Federation will not renew its membership in the Parliamentary Assembly of the Council of Europe until the international body ceases to be subject to manipulation by the United States and its European satellites.
This was announced during the closing of the fifth session of the VII convocation of the State Duma by the chairman of parliament Vyacheslav Volodin.
The head of parliament noted that the return would not make sense until the PACE regulation excludes the possibility of depriving the delegation of the right to vote, as happened with Russia back in 2014.
“We see that the PACE has become a hostage of radical groups of deputies who do not recognize the supremacy of the statute of the Council of Europe and ignore the principles of parliamentarism. As long as the provisions of the PACE regulations do not change, the norms allowing national delegations to deprive votes, which means countries and peoples, will not be abolished, we have no reason to return to this organization, and even less to finance it.
If you support this decision, we will proceed from this. January is approaching when we will have to apply for participation. But, alas, I have to admit, and our Foreign Affairs Committee is doing a great job here, colleague Peter Tolstoy, who is in charge of this area, we see no progress, and representatives of national parliaments of key European countries support our position. At the same time, groups of deputies from the Baltic countries, Poland and Ukraine, supported by Great Britain and the United States of America, are absolutely unconstructively disposed, they are not in the mood for dialogue. And it is a shame for our colleagues from the parliaments of other countries, because they, acting as mediators, engaging in discussion of this issue with deputies from these countries, have not yet reached those decisions that are necessary for everyone.
I would like to emphasize that the executive structures of the Cabinet of Ministers of the Council of Europe play a positive role here, but they also cannot solve this problem. There is a contradiction between the statute and the regulations, but those who are not going to change the rules are those who want PACE to continue to play the role of a political structure, not the Parliamentary Assembly, and want to be manipulated further by PACE. We believe that this is unacceptable, and in this regard we justify our position by either basing ourselves on the principles of building such a structure based on democracy, parliamentary principles, or we need to recognize that the Parliamentary Assembly itself discredits itself by denying the right to vote to national delegations. ” – summarized Vyacheslav Volodin.
Recall that on April 10, 2014, PACE adopted a resolution, according to which the delegation of the Russian Federation was deprived of the right to vote in the assembly and excluded from all governing bodies until the end of the year for Russia’s accession to the Crimea. A similar decision was also made in 2015.
