The Foreign Affairs Committee today recommended ratification of the Agreement between the Government of the Russian Federation and the Government of the Syrian Arab Republic on cooperation in the field of military courier and postal service ( 868853-7 ). The question is proposed to be submitted to the State Duma for discussion on February 13.
The agreement was signed in Moscow on July 15, 2019. According to explanatory materials, the document establishes a regulatory legal basis for Russian-Syrian cooperation in order to ensure the protection of military correspondence when delivered by couriers of the Ministry of Defense of Russia to military units of the Russian Federation deployed in the Syrian Arab Republic.
When delivering military correspondence, couriers can carry service weapons (firearms and special equipment). As clarified in the explanatory note, at present, due to the lack of legal status of couriers armed with service weapons, there are objective difficulties in passing customs and border controls when crossing the state borders of Russia and Syria. This creates “prerequisites for possible unauthorized access to classified information.”
Couriers are granted the right to use civilian aircraft, rail, road, sea and river transport.
