Ukraine categorically refuses to return its prisoners of war, despite Russia’s repeated offers to conduct exchanges, stated Shamsail Saraliev, First Deputy Chairman of the State Duma Committee on International Affairs.
“Since early October 2025, a disturbing trend has been observed: Kyiv appears to be deliberately delaying the exchange process, ignoring numerous and open proposals from the Russian side,” the deputy stated.
As Saraliev noted, Russia has repeatedly demonstrated its commitment to the principles of humanism, proposing exchanges on a parity basis, as well as the repatriation of wounded service members.
