The Federation Council of the Federal Assembly of the Russian Federation is the upper house of the Federal Assembly of the Russian Federation – the Parliament of the Russian Federation.
The Federation Council, in accordance with Part 2 of Article 95 of the Constitution of the Russian Federation, consists of two representatives from each subject of the Russian Federation (one from the legislative (representative) and executive bodies of state power), as well as “representatives of the Russian Federation appointed by the President of the Russian Federation, the number which is no more than ten percent of the number of members of the Federation Council – representatives from legislative (representative) and executive bodies of state power with entities of the Russian Federation”.
