Fiftieth meeting of the PABSEC Legal and Political Affairs Committee and Forty-ninth meeting of the PABSEC Committee on Culture, Education and Social Affairs Rostov-on-Don (Russia), October 25-26, 2017.

The fiftieth meeting of the PABSEC Legal and Political Affairs Committee and the Forty-ninth meeting of the PABSEC Committee on Culture, Education and Social Affairs was held in Rostov-on-Don on October 25-26, 2017 at the invitation of the State Duma of the Federal Assembly of the Russian Federation and supported by the Legislative Assembly of the Rostov Region .

The opening ceremony was addressed by Mr. Igor Guskov, First Deputy Governor of the Rostov Region, Mr. Alexander Ishchenko, Chairman of the Legislative Assembly of the Rostov Region, Mr. Ioan Wulpescu, Chairman of the PABSEC Committee on Culture, Education and Social Affairs, Member of the Romanian PABSEC Delegation, Mr. Mikhail Yemelyanov, Deputy Chairman of the PABSEC Legal and Political Affairs Committee, Head of the PABSEC Russian Delegation and Mr. Asaf Hajiyev, PABSEC Secretary General. National delegations of Armenia, Azerbaijan, Bulgaria, Greece, Romania, Russia, Serbia and Turkey attended the meeting.

The Committee approved drafts of the Report and Recommendation 159/2017 on “25 years of the PABSEC: strengthening inter-parliamentary cooperation in the region”, which will be submitted for consideration to the Fiftieth Plenary Meeting of the General Assembly to be held in Kiev on November 28 – 30, 2017.

Members of the Committee discussed the Declaration of the Assembly on the occasion of the twenty-fifth anniversary of the organization. The Committee elected: Mr. Mikhail Emelyanov, the head of the PABSEC Russian delegation to the Chair of the Committee, Mr. Eldar Guliyev, the head of the PABSEC Azerbaijani delegation, to the post of Deputy Chairman of the Legal and Political Affairs Committee for a period of two years (October 2017-October 2019).

The Committee took note of the information provided by the PABSEC Secretary General on the activities of the BSEC. Mr. Hajiyev informed the participants that the venue of the 51st PABSEC General Assembly will be reported later.

The Fifty-first meeting of the Legal and Political Affairs Committee will be held in Bucharest, in May 2018. The main theme of the Agenda will be “Strengthening cooperation in the field of cybersecurity in the BSEC Member States”.

The forty-ninth meeting of the PABSEC Committee on Culture, Education and Social Affairs was chaired by Mr. Ioan Vulpescu, Chairman of the Committee (Romania). A member of the Serbian delegation to the PABSEC, Mr. Zoltan PEK, presented the draft report “Social protection and benefits for young families in the BSEC member states”. The Chairman of the Committee, Mr. Ioan Wulpescu, introduced draft Recommendation 160/2017 on the same topic. The Committee endorsed the drafts of the Report and Recommendations on “Social Protection and Benefits for Young Families in the BSEC Member States”, which will be submitted for consideration to the Fiftieth Plenary Meeting of the General Assembly, to be held in Kiev on November 28 – 30, 2017.

The Committee elected Mr. Ozdzhan Ulupinar, a member of the PABSEC Turkish delegation, to the post of chairman of the PABSEC Committee on Culture, Education and Social Affairs and Mr. Zoltan Peck, member of the PABSEC Serbian delegation, to the post of Deputy Chairman of the Committee for a period of two years (October 2017). – October 2019).

The fiftieth meeting of the PABSEC Committee will be held in Belgrade on 18-19 April 2018. The main agenda item will be “Strengthening of cultural cooperation and multiculturalism in the BSEC member states”.
