Appeal of the chambers of the Federal Assembly of the Russian Federation to the parliaments of the countries of the world in connection with the military biological activities of the United States outside its territory

The Federal Assembly of the Russian Federation expresses extreme concern in connection with the expansion of the military biological activities of the United States of America in other states and confirms the position set out in the appeal dated November 2, 2022 “To the parliaments of the countries of the world on the need to strengthen the regime of the Convention on the Prohibition of the Development, Production and Stockpiling stockpiles of bacteriological (biological) and toxin weapons and their destruction”.

A report on the activities of the US Department of Defense Threat Reduction Agency (DTRA) (hereinafter referred to as the Agency) in Ukraine, which was published at the request of the American public organization Judicial Watch, has become public.

The information provided in this document supplements and clarifies the information received by the parliamentary commission established by the Federal Assembly of the Russian Federation in March 2022 to investigate the circumstances related to the creation of biological laboratories by American specialists on the territory of Ukraine (hereinafter referred to as the Commission).

An analysis of the Agency’s report confirms the preliminary findings of the Commission’s investigation that the program, declared by the United States as “medical and biological”, is implemented and financed by the Pentagon, and is also of a secret and military-applied nature.

The US Department of Defense collects especially dangerous pathogenic microorganisms for further research in its specialized scientific centers, selects genetic material, studies the characteristics of the immune system of the local population in order to determine the reaction of the human body to the impact of various pathogens that can be potential agents of biological weapons.

The agency is primarily interested in those that have natural foci in the territories of countries to which the United States is paying close attention. The possible use of such pathogens may be masked as natural outbreaks of infectious diseases.

Of particular concern when assessing the performance of the Agency is its updated strategy for the period up to 2027, which openly recognizes the dual role of the Agency. This is not only providing protection, but also combat support for military units. Moreover, the Agency’s priority task is to ensure the military superiority of the US armed forces over a potential adversary.

In connection with the “mission” specified by the Agency, the true and carefully hidden by the Pentagon goals and objectives for collecting and processing information on highly dangerous pathogens within the framework of the Pathogen Access Control System (PACS) developed by order of the Agency, which is managed by the behind closed doors exclusively by the US Department of Defense.

At present, according to the most rough estimates, there are about 400 dual-purpose biological laboratories controlled by Washington in the territories of other states.

The Federal Assembly of the Russian Federation calls on the parliaments of countries around the world where US-controlled biological laboratories operate to give a legal and political assessment of the agreements that their national health services enter into with the US Department of Defense. These agreements are deliberately discriminatory in nature and aim to hide the dangers of ongoing research from citizens. Evidence of this is the regime of restricting or even completely prohibiting access to biological laboratories and to the work carried out in them, even for national security services.

Moreover, for US military specialists, the agreements provide for exemption from liability for any negative consequences from their activities in biological laboratories.

Neglecting the national security interests of other countries, Washington uses diplomatic channels to cover up the true content of the activities carried out in the laboratories under its control. The selected pathogens, the results of their primary study, and the obtained genetic biomaterials of the local population are sent to the United States under the guise of a diplomatic bag and without inspection of the transported cargo.

The above facts confirm the presence of hidden threats not only for the states in whose territories biological laboratories controlled by the United States are located, but also for all mankind. We call on parliamentarians from all countries of the world to analyze these facts in order to ensure biosecurity and sovereignty, prevent negative consequences for national economies, and save the lives and health of their citizens.

The Federal Assembly of the Russian Federation declares that the parliaments of the countries of the world can and should seek from the US Congress the disclosure of all information about the military-applied projects implemented by the US Department of Defense under the guise of “medical and biological activities” that violate the Convention on the Prohibition of the Development, Production and Stockpiling of Stockpiles bacteriological (biological) and toxin weapons and their destruction.

The Federal Assembly of the Russian Federation addresses the Parliament m of all countries of the world with a call to request information from national governments on the existence and nature of the Agency’s activities that are detrimental to their national sovereignty.

This will make it possible to reveal the true content of the biomedical projects being implemented by the United States and prevent the military biological threats hidden in them and catastrophic consequences for the life and health of people.
The Federal Assembly of the Russian Federation confirms the commitment of the Russian Federation to the principles of equal and indivisible security, preventing the development of biological weapons, as well as its readiness for dialogue and cooperation with parliamentarians of other countries in order to protect the world and humanity from biological threats.
