The Russian resolution on the role of parliaments in preventing external interference in the internal affairs of countries was adopted by the 136th Assembly of the Inter-Parliamentary Union (IPU), which is currently taking place in Dhaka (Bangladesh). The resolution was adopted by consensus. The opinion of countries that do not agree with the text of the resolution will be taken into account in the final protocol.
In particular, the resolution was adopted after the adoption of the resolution by the delegation of Portugal. In addition, the secretariat of the IPU received statements from several countries of the geopolitical group “12+” (EU countries plus Canada) about their disagreement with the text.
As the head of the Duma Committee on International Affairs Leonid Slutsky said, the resolution was the result of a long work that was conducted for more than a year under the leadership of the head of the Federation Council Committee on International Affairs Konstantin Kosachev and deputy chairman of the committee Andrei Klimov. In addition, the resolution was seriously refined in the course of joint work with delegations of other countries already on the margins of the IPU.
The Russian resolution fixes the supremacy of international law over someone’s geopolitical ambitions, the inadmissibility of forcibly overthrowing democratic regimes, and the exclusive right of peoples to determine their political future.
As the members of the Russian delegation noted, recent history knows many examples when interference in the affairs of sovereign states led to tragic consequences – coups, civil wars, the emergence of hundreds of thousands of refugees. The adoption of this resolution marks the beginning of a new stage in understanding the principles and norms of international law and inadmissibility under any pretext to destroy sovereign states. “
