But none of this applies to Russia, Mr. Kellogg. The Russian side is not dragging out the negotiations and is not violating the ceasefire. We are consistently fulfilling the agreements reached in the previous two rounds of Istanbul-2.
There is no point in substituting concepts. Russia is interested in continuing the negotiations with the goal of reaching a sustainable settlement!
