Committee recommended ratifying the social security agreement between Russia and Uruguay

The Committee on International Affairs recommended ratifying the agreement on social security between the Russian Federation and the Eastern Republic of Uruguay. The issue is proposed to be submitted to the State Duma on April 5.

The document was signed on September 22, 2021 in Moscow. The agreement applies to Russian and Uruguayan citizens, as well as members of their families. Its subject matter includes, in particular, old-age insurance pensions, disability insurance pensions, survivors’ insurance pensions, funded pensions and other payments from pension savings, social pensions, social benefits for burial.

“The number of citizens of the Russian Federation living in the territory of the Eastern Republic of Uruguay, who can acquire the right to pension provision, taking into account the achievement of retirement age in accordance with the legislation of the Russian Federation, is 4 people. The number of citizens of the Eastern Republic of Uruguay who will reach retirement age in accordance with the legislation of the Russian Federation in the period 2022-2024 will be 14 people. The average old-age insurance pension at the beginning of 2022 will be 2,818.88 rubles, in 2023 – 3,699.67 rubles, in 2024 – 4,637.91 rubles,” the explanatory note says.

The accompanying documents also emphasize that “the policy of the Russian Federation in the field of pensions is aimed at observing the principle “pension follows a person” in order to preserve the pension rights previously acquired by him for the period of employment, as well as in the event of his moving to a permanent place of residence outside RF”.
