The Committee on International Affairs recommended ratifying the intergovernmental agreements of Russia with India and the UAE in the field of peaceful space

The Committee on International Affairs at a meeting on November 23 recommended ratifying the agreement between the Governments of the Russian Federation and the United Arab Emirates on cooperation in the exploration and use of outer space for peaceful purposes

The document was signed in Dubai on October 26, 2021. The agreement will allow the implementation of joint projects, including the installation of GLONASS stations in the UAE as part of the subprogram “Maintenance, development and use of the GLONASS system” of the state program of the Russian Federation “Space activities of Russia”.

As stated in the accompanying documents, after the agreement comes into force, the parties will also be able to start implementing a joint trilateral project with Kazakhstan to modernize the launch complex at the Baikonur Cosmodrome and other facilities of the ground-based space infrastructure of the Cosmodrome for launches of carrier rockets of the Soyuz-2 family.

“Cooperation with the United Arab Emirates in the field of space activities will allow: in the face of fierce competition in the global market for space services, to promote relevant services that have the necessary competitiveness; provide domestic organizations of the rocket and space industry with additional loading of production capacities and increase the employment of their employees,” the explanatory note states.

At the same time, the Committee recommended ratifying the Russian-Indian intergovernmental agreement on measures for the protection of technologies in connection with cooperation in the field of exploration and use of outer space for peaceful purposes and in the creation and operation of launch vehicles and ground-based space infrastructure.

The document was signed in Moscow and Bangalore on December 1, 2021.

Both issues are proposed to be considered at a meeting of the State Duma on December 8.
