The Committee on International Affairs unanimously recommended adopting the draft law on the de-ratification of the CTBT in the first reading

The Committee on International Affairs unanimously recommended adopting in the first reading the draft law on de-ratification of the CTBT, which will be considered by the State Duma on October 17. Almost all deputies of the State Duma (438 parliamentarians) are its co-authors. The bill proposes to cancel the decision to ratify the Comprehensive Nuclear Test Ban Treaty, taken by the Russian side in 2000. This ensures parity and “mirror symmetry” in relation to the United States of America, which has not completed ratification procedures since the signing of the CTBT in 1996. The draft law essentially revokes the instrument of ratification under the Treaty. This does not mean withdrawal from the CTBT or its suspension. The Russian side will continue to fulfill its obligations, including maintaining a moratorium on nuclear tests. The adoption of the initiative will be fully consistent with the national security interests of the Russian Federation and will serve to restore justice and balance to ensure international cooperation in the field of nuclear arms control.
